Acceptable Use of Library Technology Approved by the Tempe Public Library Advisory Board - February 1, 2023
Internet Access
The Tempe Public Library provides access to the Internet through shared public computers and a City of Tempe wireless network. In accordance with the requirements of Arizona law (A.R.S. §34-502), the Tempe Public Library utilizes an Internet content filter on its public networks to limit a minor’s ability to gain access to material deemed harmful to minors by A.R.S. §13-3501 et seq. Filtering software may not block all material that some users might find offensive. The Library does not monitor and does not have control over information accessed through the Internet and cannot be held responsible for its content, presentation, or use. The Library affirms the right and responsibility of parents and guardians to determine and monitor their children’s use of library materials and resources, including content retrieved on the Internet.
Security and Privacy
Data intentionally or unintentionally downloaded from remote sources, including the Internet, may contain viruses harmful to the computers or storage devices of Library network users. The Library’s public access computers contain antivirus software which is updated regularly, but the Library cannot guarantee that data accessed over its network is trustworthy. The Tempe Public Library disclaims all liability for any damage to any user’s computer, data storage device, or any other electronic devices that may result from use of the Library’s computers or networks. As with most public computing services, the library’s networks are not secure. Users should be aware of the possibility that data transmitted over the Library networks may be targeted for unauthorized interception by untrustworthy or malicious third parties, and should avoid transmitting any confidential information, such as personal or financial information, unless they are certain that the destination site with which they are communicating provides its own security mechanism such as SSL encryption. An SSL encrypted web page is usually indicated by a small padlock symbol displayed in the browser window. Users accessing the wireless network on their own computing devices should have personal firewall and updated antivirus protection software installed to protect their privacy and to provide for their own data security.
Legal Use
The Tempe Public Library’s electronic information resources may only be used for legal purposes. Examples of illegal use include, but are not limited to, the following:
- Harassment or stalking of other persons
- Libeling or slandering of other persons
- Violation of Arizona law (A.R.S. §13-2316, as it may be amended) by damaging, destroying, or altering without authorization any computer or electronic equipment, software, or data belonging to the Library, other persons, or other organizations
- Violation of Arizona law (ARS §13-3501, et seq., as it may be amended) and Library policy by using the library’s electronic information resources for the public display of material harmful to minors
- Violation of Arizona law (A.R.S. §13-3507, as it may be amended) by using the Library’s electronic information resources for the public display of explicit sexual materials
- Violation of software license agreements
- Infringement of copyrighted information
- Disruption or unauthorized monitoring of electronic communications
Ethical Use
The Tempe Public Library’s electronic information resources may only be used in an ethical manner. Examples of unethical use include, but are not limited to, the following:
- Violating or attempting to bypass or circumvent computer security or time management systems
- Unauthorized use of accounts, logins, access codes, or passwords belonging to others
- Falsifying or disguising sources of electronic mail or other electronic communications with the intent to mislead, defraud, deceive, or harass other persons
- Communication of fraudulent, harassing, obscene, threatening, or other messages that are a violation of applicable federal, state, or other law
- Using the network or equipment in a manner that would unnecessarily impede access by others
- Using the network or equipment in a manner that creates a hostile environment for others
- Violation of the privacy of other library users
Conditions of Use
To ensure that the use of the Tempe Public Library’s electronic information resources is consistent with the legal and ethical standards set forth in this policy, the following conditions of use shall apply:
- Access
- Library users shall have access to the Library’s public access computers on a first- come, first-served basis. Exceptions may be made for instructional classes organized by staff.
- Computers in the Youth Library are reserved for children or teens under the age of eighteen and their accompanying adult guardians.
- Teen computers are reserved for the exclusive use of persons between the ages of twelve to eighteen.
- Use
- Users shall not move, damage, deface, or mistreat computer hardware, peripheral equipment, or accessories
- Users shall not tamper with computer or monitor settings.
- Users shall not attempt to download, install, or execute any software or program not explicitly authorized in advance by Library staff.
- Portable data storage devices may be attached to computers for the purpose of retrieving non-executable data files from, or transferring data to, those devices. Library users shall not attach any other type of hardware to any computer workstation without the express permission of Library staff. The Library is not responsible for any damage to any personal hardware attached to Library computers.
- Users shall not, in accordance with United States law (US Code, Title 17), reproduce or distribute copyrighted materials without the permission of the copyright holder, except as permitted by the principles of “fair use”. Users may not copy or distribute electronic materials (including electronic mail, text, images, programs, or data) without the explicit permission of the copyright holder. Responsibility for any copyright infringement lies with the user. The Library expressly disclaims any liability or responsibility resulting from such use.
- Users shall not, in accordance with Arizona law (A.R.S. §13-3507, as it may be amended), use the Library’s electronic information systems for the public display of explicit sexual materials.
- Users shall not, in accordance with Arizona law and Library policy, use the Library’s electronic information systems for the public display of material harmful to minors.
- Users shall not use the Library’s network to participate in gambling activities.
Sanctions
Library users who violate the Tempe Public Library’s Acceptable Use of Electronic Information Resources and the Internet policies, or who refuse to comply with the Conditions of Use will be expelled from the Library and may have their Library privileges revoked. Violations of the policies described above regarding the legal and ethical use of the Library’s electronic information resources will be dealt with in a serious and appropriate manner. Illegal acts involving the Library’s electronic information resources may also be subject to prosecution by local, state, or federal authorities.
Responsibilities of the Library - Freedom of Information
The Tempe Public Library supports the free flow of information and makes every effort to comply with the First Amendment of the United States Constitution and Article II, Section 6 of the Arizona Constitution. Accordingly, any visitor to the Library who uses its electronic information resources and reasonably believes that the Library’s filtering software has unnecessarily blocked a website, can seek to have the blocked site reviewed by Library staff. If the Library staff upholds the determination that the website is in violation of the policy, the visitor can request further review by staff at the Tempe City Attorney’s Office. If the staff at the Tempe City Attorney’s Office upholds the determination that the website is in violation of the policy, the visitor can request judicial review of said website. If the Library staff or City Attorney’s Office determines that the website is not in violation of the policy, Library staff will work with the Information Technology Division to permit access to the site in question. If a visitor to the Library using the Library’s electronic resources accesses a website that they believe to be in violation of the policy, the visitor can seek to have the site reviewed by Library staff. If the Library staff or City Attorney’s Office determines that the reported website is in violation of the policy, Library staff will work with the Information Technology Division to block access to the site in question. These procedural safeguards are not a license to purposely offend Library staff, and any attempt to do so may result in the loss of Library privileges.
Confidentiality of Use
Transaction logs and any other information that can be used to identify a user with specific data, files, programs, or other electronic materials are considered by the Tempe Public Library to be confidential and shall not be divulged to anyone except as otherwise noted herein. Pursuant to Arizona law (A.R.S. §41-1354), the Tempe Public Library shall not disclose any record or information which identifies a user of library services as requesting or obtaining specific materials or services or as otherwise using the Library. Records may be disclosed only in the following circumstances:
- If necessary, for the reasonable operation of the Library, as determined by Library management
- On the written consent of the library user
- On receipt of a court order
- If required by law
Any person who knowingly discloses any record in violation of this section is guilty of a class 3 misdemeanor. Patron item records and contact information cannot be disclosed to security or to the Tempe Police Department without a court order. Patron name may be disclosed to security if library staff has reason to believe the patron is breaking the Library’s Public Code of Conduct policy.
Additional Services
Printing services may be made available from the Library’s computers and over the wireless network.
Library staff are available to help with the use of Library technology. Each user is responsible for their own computer usage and Library staff cannot provide in-depth individual training in the use of the Internet or of personal computers. Visitors using their personal devices to access the Internet via the Library's wireless network are responsible for configuring their own equipment. Library staff cannot assist with the configuration of computing devices not owned by the Library.
Notice
The Tempe Public Library reserves the right to alter the provisions of this policy and to change the conditions of use of its electronic information resources in accordance with its mission. The Library reserves the right to terminate or change, without notice, the nature of access to specific electronic resources in accordance with its mission.
Borrower Privileges Policy Approved by the Tempe Public Library Advisory Board April 1, 2026
This policy outlines Tempe Public Library borrower eligibility, requirements, privileges, and responsibilities.
Getting a Library Card
Tempe Public Library cards are free for the following:
- All Maricopa County residents: With photo identification and proof of residency
- Anyone employed within the city of Tempe: With photo identification and verification of employment
- Anyone attending school within the city of Tempe: With photo identification and verification of enrollment
- Owners of Tempe businesses who reside outside Maricopa County: With photo identification and verification of business ownership
Please note:
- All applicants under the age of 16 require a parent or guardian present to obtain a card.
- Borrowing privileges are available to Arizona residents outside of Maricopa County for an annual fee of $40.
- All cards are renewed every 3 years for Tempe residents and annually for reciprocal and non-resident borrowers with identification.

Card Holder Responsibility
Cardholders accept full responsibility for all items borrowed on their card and for all associated charges. Cardholders will report a lost or stolen card or any change of registration information.
Cardholders agree to abide by library policies and procedures. Parents/Guardians are responsible for all items borrowed and any charges accrued through use of library cards by their minor children.
A cardholder may have privileges temporarily suspended when the library has reason to believe a user has provided falsified or inaccurate information.
Items & Loan Limits
Cardholders may check out a total of 30 physical items. Items may be automatically renewed up to three times unless there is a hold request on the item. All items check out for 21 days with exceptions noted in the table below.

All items borrowed from Tempe Public Library must be returned to the Tempe Public Library, either inside the Library or through the outside book drop.
Holds
Cardholders may request items to be held for them at the library. When an item on hold becomes available, the cardholder will be notified by email. Items will be held for 7 days. A cardholder may have up to 30 outstanding hold requests at any one time. Bestseller Express, Culture Passes and non-circulating items may not be placed on hold.
Notifications
All hold request and due date reminder notifications will be sent by email. It is the cardholders’ responsibility to be sure the Library has accurate contact information. In the event that notifications are not received, cardholders are still responsible for monitoring their borrowed items and returning them on or before the due date.
Damaged, Lost, or Unreturned Items
Tempe Public Library does not charge overdue fines for late items.
Cardholders will have their borrowing privileges suspended when they have an item that is overdue by 14 days. Library accounts which have 1 or more items 14 days overdue may be referred to an item recovery service for further attempts to recover the items or the replacement cost of the items. Accounts may be referred to an item recovery service approximately three weeks after the replacement bill is sent. Any cardholder who has been referred to the item recovery service will be denied further borrowing privileges until all delinquent items are returned and/or all replacement costs and service fees are paid in full.
When an item has been lost or damaged beyond library use, the cardholder account will be charged the retail price of the item.
Bed Bugs: The cardholder assumes responsibility for inspecting and keeping library items free from bed bug infestations. For more information about how to protect yourself from infestations, please visit the EPA bed bug identification page.
Refund Policy: If a cardholder is able to locate an item in good condition after they have paid for it, a refund will be issued. Refunds are available up to six months from the date of payment. Cardholders must return items, with the original receipt for the payment, directly to the Cashier window to receive a refund. Items being returned for refund must be in good condition. Refunds are only issued to the cardholder (or listed guardian of a minor cardholder) with the current library card or valid photo ID to receive a refund.
All refunds for cash or check payments will be issued by check and mailed directly to the cardholder from the City of Tempe’s Accounting department. All refunds for the credit/debit payments will be issued directly back onto the original credit/debit card.
Confidentiality of User Records
Pursuant to Arizona law (ARS §41-1354), the Tempe Public Library shall not disclose any record or information that identifies a user of library services as requesting or obtaining specific materials or services or as otherwise using the Library. Records may be disclosed only under the following circumstances:

City of Tempe – Tempe Community Center Complex/Library Campus Code of Conduct Policy - October 2025
The City of Tempe supports the rights of all individuals to enjoy campus spaces and grounds—lawn areas, retention basins, courtyards, parking lots, sidewalks, seating, and landscaped areas—without discrimination, intimidation, threat of harm, or invasion of privacy. This policy is intended to:
- Promote safety, security, cleanliness, and a welcoming environment. • Protect City property and landscaped areas.
- Encourage respectful, appropriate, and lawful use of campus spaces.
The policy is to be used in conjunction with local, state, and federal laws.
General Expectations
- Hours of Use: Campus outdoor areas are generally open from 6 a.m. to 10 p.m., unless otherwise posted. Hours may be adjusted for events or maintenance.
- Respect for Others: Be courteous to all people using the campus. Avoid disruptive behavior, including excessive noise, threatening language, or unsafe conduct.
- Compliance with Staff: Follow directions from City staff, security, or contractors performing maintenance, cleaning, or official business.
- Appropriate Attire: Shirts, shorts/pants, and shoes are required. Clothing that exposes private body parts or displays vulgar or offensive content is prohibited.
- Personal Belongings: Keep belongings with you at all times. Items must not block sidewalks, seating, or access to amenities. Unattended items may be removed. The City is not responsible for lost or unattended property.
Permitted Use of Grounds
- Use facilities and infrastructure only for their intended purposes (e.g., drinking fountains, benches, lighting, landscaping). Activities such as bathing, washing clothes, or grooming are prohibited.
- Bicycles, skateboards, and scooters may be used only in designated areas and in a safe manner; walk bikes on sidewalks where posted.
- Strollers, wagons, other transport devices, and all ADA compliant mobility devices are permitted. Shopping carts are prohibited.
- Alcohol and glass beverage containers are prohibited.
- Food and beverages are allowed in outdoor seating areas; users must clean up after themselves
Prohibited Conduct
- Violation of any City, state, or federal laws or ordinances.
- Endangering the safety of self or others.
- Damaging, defacing, or removing City property or landscaping.
- Possessing or using illegal drugs or drug paraphernalia.
- Smoking or vaping except in designated areas.
- Urinating or defecating outside of designated restroom facilities.
- Soliciting, gambling, advertising, or selling merchandise or services without City authorization.
- Playing amplified sound without a permit.
- Blocking sidewalks, pathways, parking spaces, building entrances, or access to amenities.
- Aggressive, harassing, or threatening behavior toward others.
- Indecent exposure, voyeurism, exhibitionism, or other unlawful sexual offenses.
- Littering or improper disposal of waste, including cigarette butts and food waste.
- Use of firearms, weapons, or projectile devices.
- Entering or remaining in areas not designed or designated for public use, including but not limited to retention basins, turf strips adjacent to roadways, utility easements, maintenance areas, and landscaped buffers, except when part of a permitted City activity or authorized by City staff.
Enforcement
City staff, security, and/or Tempe Police Department will address violations of this Code of Conduct. Consequences may include:
- Verbal warning or direction to correct behavior.
- Removal from the premises.
- Trespass order prohibiting return for a specified period.
- Suspension of privileges.
- Issuance of citations, fines, or arrest.

Mission and Statement of Purpose
The mission of Tempe Public Library is to provide the community free access to and assistance with information, resources, spaces, and opportunities. The Collection Development Policy of the Tempe Public Library serves as a guide for the selection and retention of materials and is designed to support the library's mission statement.
Purpose of Collection Development Policy
It is the goal of the library to provide a high-quality collection of books and other materials for all ages in a variety of formats and languages that is responsive to the needs and interests of the community. The collection reflects the diversity of the community and represents various perspectives.
The library provides free and equitable access to library materials for all users. In selecting materials, library staff uses reference resources, professional knowledge, trend data, and acquired skill to serve the needs and interests of the community.
Selection of materials by the library does not mean endorsement of the contents or the views expressed in those materials. No material will be excluded because of the race, nationality, religion, gender, sexual orientation, political, or social views of the author.
Within budgetary and space limitations, the collection will serve to enhance the cultural, literary, aesthetic and educational pursuits, and personal enjoyment of library users and the needs of the Tempe community.
The Tempe Public Library endorses the principles documented in the American Library Association's Library Bill of Rights, and Freedom to Read Statement.
Responsibility
Authority and responsibility for selecting resources rests with the City of Tempe Community Services Department, Deputy Community Services Director – Library Services, and is delegated to the appropriate library manager or staff.
Guidelines for Materials Selection
In keeping with the Mission Statement of the Tempe Public Library, selection of materials is based on, but not limited to, these criteria:
- Relevance to interest and needs of community
- Significance of subject matter and compatibility of the work to the collection
- Currency of information
- Adequate breadth and depth of coverage
- Accuracy and impartiality
- Historical value
- Recommendations of reviews from professional journals or publications of national repute
- Authoritativeness and or reputation and qualifications of the author, illustrator, publisher, or producer
- Inclusion in standard or local bibliographies or indices
- Availability of other information on the subject
- Literary, artistic, historical, scientific, or intellectual merit
- Date of publication
- Suitability, physical durability, and technical merit of the format
- Price and availability for purchase
- Availability of material elsewhere in the region
- Significance of the author’s work to local, regional or state interest
- Suitability of subject and style to intended audience
Suggestions for Purchase
All library users are encouraged to request items the library does not own. Suggestions are welcome and each is given serious consideration based on the guidelines for materials selection. The library determines the best method of acquisition of requested materials, including interlibrary loans. Suggestions can be made online from the library’s website.
Statement on Hurtful Content
The material held by Tempe Public Library contains a wide variety of historical content, which may represent hurtful beliefs and terminology that reflect the views of its creators. Although such contents do not reflect the values of Tempe Public Library, it has not been censored or sanitized to be anything less than what it is and may be reflected within our catalog. Providing access to an accurate historical record allows researchers to analyze such records in the context of their original expression. Tempe Public Library condemns all forms of bigotry.
Gifts and Donations
All donated materials added to the collection must meet the same selection criteria as purchased materials. The library only accepts donated materials in usable condition. All gifts and donations become the sole property of the Tempe Public Library upon receipt and cannot be returned. The library reserves the right to decide whether donated items are added to the collection and to determine the conditions of display, storage, and access.
Donations not added to the collection are given to the Friends of the Tempe Public Library for sale in their bookstore. Proceeds from the Friends Bookstore benefit the library.
Gifts and donations can be acknowledged with a written receipt that lists the number and type of materials donated. The library cannot legally make a determination of value of the donation or act as an appraiser (The Tax Reform Act of 1984, Sec. 155a). The library maintains the right to refuse donations at any time.
Donations made by check in honor or memoriam of an individual will be accepted. A book plate indicating the individual’s name will be place in purchased items. A list of authors and/or genres may be suggested, but it is at the discretion of the library staff as to which titles are selected.
Collection Maintenance
To maintain the quality and relevance of the collection, the library may withdraw materials as needed. Library staff evaluate materials to be withdrawn based on, but not limited to, these criteria:
- Accuracy and currency of information
- Physical condition of materials
- Availability of newer, more comprehensive, or more accessible material
- Relevance to collection and scope of collection
- Ease of borrowing materials from another library
- Relevance to community needs
- Date of last circulation and number of circulations
- Number of copies in the collection
As materials are worn, damaged, or lost, replacement decisions will be based on if:
- The item is still available
- There is ongoing demand or need
- Another item or format might better serve the same purpose
- Updated, newer, or revised materials would better replace a given item
- The item has historical value based upon mission and guidelines
- Another library system could better provide the item or a comparable item in the future
Statement of Concern About Library Materials
The library investigates statements of concern from library users for any material in the library collection. Tempe residents who are library users may issue a statement of concern regarding library materials by completing the Statement of Concern form which is reviewed by the library managers and appropriate professional library staff for evaluation. A written response is sent to the library user generally within six weeks. An item will be reviewed only once per 3 year period; decisions of past library Statement of Concern reviews will be included as part of the research inquiry of any new review requests. Please note, the Statement of Concern About Library Materials form, and the written response to it, becomes part of the public record.
Confidentiality Policy Approved by the Tempe History Museum & Library Advisory Board December 3, 2014
It is the intent of the Tempe Public Library to protect the privacy of those who use the Library. The Library collects and maintains only the minimum number of records necessary for maintaining operations and operates in accordance with Arizona law:
ARS 41-151.22. Privacy of user records; violation; classification; definition
A. Except as provided in subsection B of this section, a library or library system supported by public monies shall not allow disclosure of any record or other information that identifies a user of library services as requesting or obtaining specific materials or services or as otherwise using the library.
B. Records may be disclosed:
- If necessary for the reasonable operation of the library.
- On written consent of the user.
- On receipt of a court order.
- If required by law.
C. Any person who knowingly discloses any record or other information in violation of this section is guilty of a class 3 misdemeanor.
Library users should be aware that the USA PATRIOT Act increases the authority of federal investigative agencies to compel the disclosure of personal information through use of orders duly issued by a federal court of lawful jurisdiction. Under the provisions of the Act, law enforcement officials may seek court orders for library records for investigations relevant to national security or terrorism. Libraries or librarians served these orders may not disclose, under penalty of law, the existence of the orders or the fact that records were produced as a result of the orders. Display of Printed Materials Policy Approved by the Tempe Public Library Advisory Board September 5, 2018
Materials for posting, display, or distribution are governed by the following regulations. This policy applies to all areas of Tempe Public Library.
Regulation
The Community Services Deputy Director – Library Services or designee will approve all materials for display, distribution, and removal. The Library reserves the right to remove any item at any time.
Materials published by federal, state, or local government may be posted, displayed, and distributed. Any Maricopa County nonprofit agency needing to display or distribute materials must receive prior approval from the Community Services Deputy Director – Library Services or designee.
Political, religious, commercial or otherwise for-profit advertising is not permitted for posting, display, or distribution. Examples may include but are not limited to garage sales, childcare, tutoring, business opportunities, etc.
Interlibrary Loan Policy Approved by the Tempe Public Library Advisory Board April 1, 2026
Interlibrary loan (ILL) is a free service that allows Tempe residents to borrow material from other libraries outside of Maricopa County. ILL is available to any Tempe resident 18 years or older with a Tempe Public Library card in good standing.
Request Process
ILL requests are made by visiting the Interlibrary Loan page on the library website and completing the form.
One library card may have up to three (3) ILL item requests at any one time; this includes pending requests as well as currently borrowed items. A borrower may only request a title two (2) times within a 365-day period.
Because of the time, effort, and expense involved in an ILL request, cancellation is not possible once the request has been submitted to the lending library.
If a borrower does not pick up their requested material within seven (7) days of an arrival notification, a fee of $5.00 per item will be charged to their account.
Available Materials
Most print materials may be requested. Materials not available for ILL include:
- Magazines and newspapers
- DVDs and CDs (including books with supplemental disc inserts)
- Rare, archival, manuscript, or fragile items
- Software
- Downloadable materials and electronic resources
- Current best sellers or other books published within the last twelve (12) months
- Materials Tempe Public Library already owns or can get through MAX
Lending Period
The lending period for materials borrowed through ILL is three (3) weeks. ILL material is not eligible for renewal.
Any special lending restrictions implemented by the lending library must be adhered to by the borrower.
Returns, Damages, Lost Item
ILL materials must be returned to a staff member at the Answers desk with the ILL sticker still in place. ILL materials may not be placed in the indoor book return or the outdoor book drop. If an ILL item is damaged or lost, the borrower will be responsible for the lending library’s replacement cost. The replacement cost of ILL items may be substantially higher than the listed price of the item.
ILL privileges will be suspended if:
- The borrower damages or loses two (2) items.
- The borrower fails to comply with the ILL return policy three (3) times.
If a borrower’s ILL privileges are suspended, they may be reinstated one (1) year from the date of suspension.
Notifications
A borrower will receive a notification to their email when the ILL order is processed. A second notification will be sent when item is available for pickup.
ILL requests will not be reflected in a borrower’s online account under “holds.” A borrower may contact the Tempe Public Library for any information regarding their request.
Program and Study Room Policy Approved by the Tempe Public Library Advisory Board May 4, 2023
This policy outlines the process for the reservation and use of the library’s two public program rooms and eight public study rooms. To view additional details about the space and amenities, visit: www.tempepubliclibrary.org/rooms
Intended Use: Program Rooms
- Library program rooms are intended for larger group use.
- Library program rooms give priority in reservation for Tempe Public Library and City of Tempe programming.
Program Room Reservations
Program rooms can be reserved at www.tempepubliclibrary.org/rooms or by emailing TPLMeetingRooms@tempe.gov.
- Users may reserve a room no more than 6 months and up to 2 weeks in advance of their planned event.
- Room reservations are not finalized until the user has received the reservation confirmation email. If the reservation needs to be cancelled or changed, use the link in the reservation confirmation email. Any changes or cancellations must be made at least 2 business days before the event or the user may forfeit the reservation fees.
- Program rooms may only be reserved for times during the library’s open hours and events must conclude at least 30 minutes before closing time. Library hours can be found at tempepubliclibrary.org.
- Users have a maximum of 2 reservations per group per month.

- Available Rooms:
- Desert Willow Program Room: (Capacity: 50 – 100, located on the lower level of the library) Provides a room ideal for large groups, single-room seminars, and events that need demonstration or breakout space. This room is most suited for groups sized between 30-60 needing tables and chairs and comes set up with a basic layout of 6 tables and 40 chairs.
- Ironwood Classroom: (Capacity: 10 – 34, located on the main level of the library) Provides a functional classroom space with a view of Plencner Plaza. This room is most suited for groups up to 34 people providing training in a classroom-style setting and comes with 17 tables and 34 chairs.

- Not-for-Profit Group: Any non-profit 501(c)(3) or other not-for-profit

Intended Use: Study Rooms
- Library study rooms are intended for informal individual or small group use.
- Study rooms are not to be used for commercial purposes. Commercial purposes include, but are not limited to, the offering or solicitation of goods, services, or memberships.
Study Room Reservations
Study rooms can be reserved online at http://www.tempepubliclibrary.org/rooms or at the reservation kiosk in the library.
- Users will be limited to one reservation per day with a maximum time limit of 2 hours.
- Reservations require an active Tempe Public Library card and PIN.
- Reservations can be made up to 14 days in advance by visiting the library’s website.
- Individuals/groups more than 15 minutes late for their reserved time may lose their reservation.
- A reserved study room that is left unoccupied may be considered abandoned and made available to others as needed.
- Reserved rooms are not transferrable to other library users.
- Reservations can be cancelled online via a link in the confirmation email.
- Rooms that are not reserved or currently in use are open to the public. Please note however, users with reservations take priority and those without a reservation may be asked to move.
- Personal belongings left in an unoccupied room will be held in the library lost and found for a period of two weeks.
Safety
- For the safety and security of the library, room doors shall remain unlocked at all times.
- Doors may not be blocked; windows and doors in study rooms may not be covered at any time.
- The Tempe Public Library is not responsible for accidents, injury, loss or damage to the private property of the individual or organization using the room(s).
- Fire code maximum occupancies must be observed:
- Study Rooms #1-4 (max. two people)
- Study Rooms #5-6 (max. four people)
- Study Rooms #7-8 (max. eight people)
Conduct
The following guidelines supplement the Tempe Public Library Public Code of Conduct Policy.
a. Noise
- Please note the rooms are not soundproof; discussions should take place at a conversational level.
- Electronic devices may be used in the study rooms, provided the volume controls on such devices are adjusted so as not to disturb others.
- Individuals/groups that are loud or disruptive will be asked to leave the library.
b. Condition
- The room must be left in a clean and neat condition. Individuals/groups that leave study rooms untidy may lose future study room privileges.
- Tables and chairs may not be moved in or out of the study rooms.
- Disconnecting cables or other library equipment is prohibited. Damaging or misusing any library equipment will result in the loss of room use.
- No items shall be taped or tacked to the walls, windows, or doors.
- Projects that involve materials including, but not limited to, musical instruments, singing, TV/radios, and messy craft materials are not appropriate for use in study rooms.
Public Code of Conduct Policy Approved by the Tempe Public Library Advisory Board September 4, 2024
The Tempe Public Library, a division of the City of Tempe Community Services Department, supports the rights of all people to equal access and use without discrimination, intimidation, threat of harm, or invasion of privacy including those based on race, ethnicity, gender, gender identity, sexual orientation, religion, familiar status, age, national origin, disability, veteran status, or hair. The following Public Code of Conduct Policy is to protect Tempe Public Library users, staff, and property; ensure a safe, clean, and comfortable environment; and ensure appropriate use of Library services and facilities. The policy is implemented in conjunction with local, state, and federal laws.
Library Code of Conduct
- Be respectful of everyone in the Library. This includes:
- Keeping conversations, phone ringers, and other noise to a minimum volume and using headphones instead of speakers when listening to audio.
- Using all public Library facility areas including parking lot, sidewalks, and lawns safely and respectfully.
- Leaving the Library at designated closing time.
- Using Library furniture, equipment and materials for their intended function in a manner that does not interfere with another person’s use of the Library. For example, feet may not be placed on the furniture and no one may sit or lie down on the Library floor.
- Cooperating with directions from staff and security.
- Wear shoes and clothing that covers both the upper and lower body at all times. Wearing clothing that exposes private body parts is prohibited.
- Maintain bodily hygiene in a manner that does not constitute a nuisance to other persons.
- Keep personal belongings with you at all times. The Library is not responsible for any items left unattended in or on Library property. Unattended items may be held in lost and found by staff and will be discarded if not claimed within 24 hours. Items must not block aisles or impede use of the library for others.
- Use restrooms only for their intended purpose of toilet use and handwashing. Activities, including bathing, washing clothes, brushing teeth, grooming, and shaving are prohibited per Tempe City Code 23-40. Any person who violates this ordinance will be asked to leave the facility.
- Beverages in securely covered containers are allowed inside the Library. Reasonable snacks may be consumed in the library, except in the computer areas, though meals are not permitted. Food purchased in the Connections Café may be consumed in the designated café area. Library users are responsible for cleaning any mess made by food or beverages consumed. Pre-approved special programs may be exempt.
- Follow established check out procedures for Library materials before removing them from the building.
- Store all firearms in the provided gun lockers in the entryway of the Library. A.R.S 13-3102.
- An adult over the age of 18 years must accompany any child under the age of 10 years and is responsible for the safety and well-being of that child on Library property.
- The lower level of the Library is designed for children, teens, and families. Adults unaccompanied by a minor and not actively browsing the collection may be asked to return to the main floor. The Teen Center is reserved for library users between the ages of 12 and 18 years, including the computers and program room. People over the age of 18 years are welcome to browse the collection and remove materials from the room to read or check out.
The Following Actions and Forms of Conduct are Not Permitted:
- Violation of any ordinances, laws, or regulations of the City of Tempe, the State of Arizona or any of its political subdivisions, or of the United States.
- Disruptive or unsafe behavior that interferes with the use of the Library by others or with the staff’s ability to conduct their work.
- Verbal or physical fighting.
- Using loud, threatening, profane, sexual, or any harassing language toward staff or other users.
- Stalking, following, prolonged staring, or invading another person’s physical space, including staff members, causing discomfort, intimidation, fear, or harm.
- Sleeping.
- Spitting.
- Urinating or defecating anywhere on Library property, other than in public restroom facilities.
- Parking vehicles, scooters, bicycles, wagons, or carts anywhere other than designated outdoor areas.
- Damaging, destroying, or stealing any person’s property.
- Petitioning, soliciting, gambling, advertising, or selling merchandise or services of any kind for any purpose within the Library building or within 20 feet of the entrances to the Library. There may be exceptions for events held by the Library.
- Entering the library with any type of animal except a service dog as specified by the ADA.
- Possessing or consuming alcohol or illegal drugs or being under the influence of alcohol or drugs. A.R.S. 13-1301 et seq.
- Gambling. A.R.S. 13-3301 et seq.
- Smoking, including electronic cigarettes, inside the building and in areas that are not specifically designated as smoking areas A.R.S. 36-601.01, R9-2-102(B). • Indecent exposure, voyeurism, exhibitionism, or other unlawful sexual offenses. A.R.S. 13-1402 et seq.
- Blocking Library entrances and exits. Tempe City Code 22-4.
- Vandalizing or defacing any Library materials or property. A.R.S 13-1602.
Teen Center Code of Conduct
The Tempe Public Library Teen Center provides age-appropriate materials and a dedicated space for library users between the ages of 12 to 18 years to gather, socialize, and use Library resources like the computers, collections, or program room. Teens are expected to follow all rules in the Library code of conduct. Any aggressive and/or abusive behavior toward staff or other library users may result in parents and/or law enforcement being notified.
Adults over the age of 18 years and children under the age of 12 years are welcome to access the collections available in the Teen Center but are asked to enjoy the selected materials in other areas of the Library. Staff are available to assist anyone looking for materials in the Teen Center. Library staff will not censor a teen’s selection of reading material. Parents are responsible for deciding which items are appropriate for their children. Information about the whereabout of teens will not be disclosed to anyone without prior consent from the teen to library staff.
Unattended Children Under the Age of 10
The Library encourages people of all ages to enjoy using the collections, programs, and services. Library policy requires an adult over the age of 18 years to accompany any child under the age of 10 as Library staff are unable to accept legal responsibility or liability for the safety and supervision of children unaccompanied by an adult. For safety reasons, library staff will contact the parent or legal guardian of children under the age of 10 years in the library with no adult caregiver present. If the parent or guardian cannot be reached, the police department will be contacted to ensure the child’s safety. The police department will take responsibility for the child and will contact the parent or guardian to pick up their child. If the safety of a child under 10 years is in question, the child’s name and phone number may be disclosed to security in the interest of reuniting them with a parent or caregiver. The Library reserves the right to revoke use of the Library for the safety of the minor child if this policy is not followed.
Enforcement and Penalties of Violating this Code of Conduct
Enforcement of the Tempe Public Library Policy will be conducted in a fair and reasonable manner. Library staff, security and/or Tempe Police Department will intervene to stop prohibited activities and behaviors. Individuals who fail to observe the Library Code of Conduct Policy may be asked to leave the Library, may be trespassed from the Library for a period of time, may be subject to arrest, or may be subject to other lawful action. The Library also reserves the right to revoke use of the Library and its grounds for repeated failure to comply with this Code of Conduct. Library user name and relevant account information may be disclosed to security if staff have sufficient reason to believe the user is not Tempe Public following the Code of Conduct. In the case of threatening, malicious, or dangerous behavior, the user will be removed from the building immediately by security.
